Chapter 1. General Provisions

1. 2. 2) supervision of the technical condition of tractors, self-propelled road-building and other machines and trailers to them in the process of use, regardless of their belonging (except for the machines of the Armed Forces and other troops of the Russian Federation, as well as the parameters of machines controlled by the Federal Service for Environmental, Technological and nuclear supervision) according to the standards ensuring safety for life, health of people and the safety of property, environmental protection;

3) implementation of regional state supervision in the field of technical condition and operation of attractions in the manner established by the Government of the Russian Federation;

3.1) implementation of state registration of attractions in accordance with the procedure established by the Government of the Russian Federation;

4) registration of tractors, self-propelled road-building and other machines and trailers to them, as well as the issuance of state registration plates for them (except for vehicles of the Armed Forces and other troops of the Russian Federation);

5) technical inspection of self-propelled vehicles and other types of equipment;

6) taking exams for the right to drive self-propelled vehicles and issuance of certificates of a tractor driver-driver (tractor driver);

7) issue educational organizations obligatory certificates of compliance with the requirements of equipment and equipment of the educational process for consideration of the issue by the relevant authorities on accreditation and the issuance of licenses to these organizations for the right to train tractor drivers and drivers of self-propelled vehicles;

8) participation in commissions for consideration of claims of owners of supervised machines and equipment regarding inadequate quality sold or repaired equipment;

9) proceedings on cases of administrative offenses in accordance with the legislation of the Russian Federation.

10. The Ministry collects fees (fees) in the amount established by this decree for:

1) issuance of a passport blank for a self-propelled vehicle and other types of equipment to the manufacturer;

2) participation in commissions to consider claims of owners of supervised machines and equipment regarding the inadequate quality of the sold or repaired equipment.

11. The fees charged by the Ministry and funds from the sale of special products go to the republican budget of the Republic of Mordovia.

12. Chief state engineer-inspectors in municipal districts and the urban district of Saransk have the right:

1) conduct inspections in accordance with the powers defined in clause 9 of these Regulations;

2) attract, in agreement with the heads of organizations, specialists to carry out work related to the implementation by the Ministry of the powers specified in paragraph 9 of these Regulations;

3) prohibit the operation of supervised machines and other types of equipment, the technical condition of which does not meet the requirements of safety and environmental protection;

4) issue binding instructions (decisions, submissions) to legal entities, officials and individuals on elimination of violations on issues within the competence of the Ministry;

5) draw up protocols on administrative offenses, impose in established order within the limits of their competence, administrative penalties;

6) send submissions subject to mandatory consideration on issues within the competence of the Ministry and requiring an additional decision to state authorities, local self-government bodies, organizations that have the right to make such decisions;

7) request and receive in the prescribed manner from organizations and officials information on their compliance with the rules and regulations for the operation of machinery and equipment supervised by the Ministry, and according to the supervised vehicles subject to compulsory insurance, also information on compulsory insurance contracts, statistical and other information on compulsory insurance.

Chapter 4. Other powers of the Ministry

12.1. The Ministry, within its competence, exercises the following other powers:

1) performs functions state customer on the procurement of goods, works, services to ensure the activities of the Ministry;

2) performs the functions provided for by the Federal Law of April 5, 2013 N 44-FZ "On the contract system in the field of procurement of goods, works, services for the provision of state and municipal needs", in relation to subordinate state unitary enterprises;

14. Employees of the Department for Supervision of the Technical Condition of Self-Propelled Vehicles and Other Types of Equipment of the Ministry enjoy the right to wear uniforms, badge and insignia in accordance with the norms approved in the prescribed manner.

Chapter 6. Organization of activities of the Ministry

15. The Ministry is headed by the Minister, who is the First Deputy Chairman of the Government of the Republic of Mordovia (hereinafter - the Minister), appointed to the position by the Head of the Republic of Mordovia in agreement with the State Assembly of the Republic of Mordovia.

Development of the agro-industrial complex of the Republic of Mordovia

The volume of gross agricultural production in farms of all categories in 2019 amounted to 72.2 billion rubles.

Livestock

In 2019, all categories of farms produced 321.6 thousand tons of livestock and poultry meat for slaughter, or 102.1% compared to last year. Milk production in farms of all categories amounted to 453.1 thousand tons, agricultural enterprises and peasant farms produced 394.6 thousand tons of milk (an increase of 22.9 thousand tons, or 6.2%).

The largest increase in milk production was provided by agricultural enterprises of the Ichalkovsky municipal district - by 4155.6 tons, Romodanovsky - by 3512 tons, Chamzinsky - by 2980 tons, Krasnoslobodsky - by 2347 tons, Staroshaigovsky - by 2272 tons.

The increase in milk production was ensured by increasing the milk productivity of cows in agricultural organizations and peasant farms. In 2019, milk production increased by 414 kg compared to 2018 and amounted to 6734 kg.

In 2019, 1520.4 million units were produced in farms of all categories. eggs. The increase was provided by Atemarskaya Poultry Farm JSC - 27.0 million units, Oktyabrskaya Agrofirm JSC - 24.2 million units, Agro-Atyashevo JSC - 9.6 million units, Avangard LLC - 2.8 million pcs.

Plant growing

The use of new technologies and high-performance equipment in agricultural enterprises of the republic contributes to the growth of financial indicators, labor productivity and an increase in the level of average monthly wages.

Food and processing industry

The enterprises of the food and processing industry of the Republic of Mordovia in 2019 produced marketable products in the amount of 76.9 billion rubles, which is 6% more than the level of the same period in 2018. canned food - 39.6 mub.,

including fruits and vegetables - 20.8 mub.

From the sugar beet crop obtained in 2019, 152.4 thousand tons of white beet sugar were produced.
